    The Renters Reform Bill becomes law: Here’s what you need to know

    The Renters Reform Bill has now become law — marking one of the biggest shifts in rental legislation in recent years. These changes will affect all landlords and tenants in England, reshaping compliance requirements and how tenancies are managed.

    Key changes

    • End of ‘no-fault’ evictions – Section 21 will be abolished. Landlords must use specific legal grounds to regain possession.

    • New periodic tenancy model – All tenancies become rolling agreements. Tenants can leave with 2 months’ notice; landlords must have lawful grounds to end.

    • Ban on rent bidding – It will be illegal to ask for or accept rent offers above the advertised amount.

    • Limits on rent increases – Rent can only be increased once per year with 2 months’ notice; tenants can appeal to a tribunal.

    • Protection from discrimination – Landlords cannot refuse tenants based on children or benefits. 

    • Decent homes standard – Private rentals must meet minimum quality and safety standards.

    • National landlord register – A public database will record all landlords and their properties.

    • Pets in rental homes – Tenants can request pets; landlords must have a valid reason to refuse.
